Information
Uru'baen
Uru'baen is the capital of Alagaesia and under the rule of Galbatorix. We know that his palace or castle or where ever he rules from is located here, but no other information about it is known. During the age of the Dragon Riders, the city was named Ilirea, and was where novice Riders were trained by retired Riders, among the trainers were Oromis, but then it fell during the great Dragon War. After it fell, it became the human capital for their empire. However, after Galbatorix came into power and defeated Vrael, he took over Ilirea and the Broddering Kingdom, naming the capital Uru'Baen as his own.
Ilirea

Here the riders resided and lived. Ilirea was originaly owned by the mighty elves, and was abandoned during the Fall. It was once a center of art, learning, trade, commerce, and magic. It is also mentioned that Oromis taught young shur'tugal here.
Significance in the Books
Eragon
In Book One, Eragon, Murtagh, and Saphira have to skirt through the city in order to get to Gil'ead to talk to Dormnad, who would tell them the location of the Varden. It was a tedious and careful task, for they couldn't be seen at all. Uru'Baen is “...a heavily populated area, which made it difficult to escape notice. Soldiers patrolled the roads and guarded the bridges.” (Eragon, pg. 286)
Eldest
It is presumed that Murtagh is taken to Uru'baen by the Twins when they betrayed the Varden and brought the Urgals upon Ajihad, capturing Murtagh. Murtagh says that Galbatorix was in a great rage when Murtagh was brought back to him, and tortured him to serve his will. It is then here that Murtagh is trained to be a Dragon Rider. It is thus presumed to be the hatching site of Thorn, since Thorn hatched for Murtagh.
