Vrael was the leader of the Dragon Riders.

Eragon
Brom tells Eragon that Vrael was killed by Galbatorix during the Fall of the Dragon Riders. All the riders except Vrael had fallen, but he had remained standing. After fighting Galbatorix at Vroengard, Vrael retreated to Utgard Mountain, which is otherwise known as Ristvak'baen, or Place of Sorrow, in mourning of this event. Galbatorix tracked Vrael to Utgard Mountain, and killed him. After that, Galbatorix established the Empire.
